NATIONAL
NITI Aayog announces five top aspirational districts in education sector

  • NITI Aayog has announced the top five most improved aspirational districts in the education sector for the month of September.
  • Bhoopalpalli in Telangana tops the ranking.
  • It is followed by Chatra and Sahibganj in Jharkhand, Nuapada in Odisha and Jaisalmer in Rajasthan. This is as per NITI Aayog's delta rankings.

NSA AjitDoval holds talks with Uzbekistan, Tajikistan counterparts

  • Ahead of the Delhi Regional Security Dialogue, India's National Security Adviser AjitDoval held bilateral talks with his counterparts from Uzbekistan and Tajikistan. Sources said that during the meeting with Tajik counterpart, detailed exchange of views on Afghanistan, with significant convergence of assessments took place between the two sides.
  • Both sides expressed concerns on the sharp increase in terrorist threats from Afghanistan in recent past and Tajik side highlighted gravity of situation in Afghanistan. Besides, discussions on looming humanitarian crisis in Afghanistan also took place.
  • On bilateral side, discussions took place on deepening cooperation in areas like defence, border management and border infrastructure development. Sources also added that during the meeting with Uzbekistan, Afghanistan was the major focus of discussions and both sides agreed that the future of Afghanistan must be decided by the people of Afghanistan themselves. They felt that the legitimacy of any Afghan Government within Afghanistan was important before the issue of its international recognition.
  • India and Uzbekistan also emphasized the need for Afghanistan’s neighbours to ensure unhindered access of humanitarian assistance to the people of Afghanistan.
  • They also agreed that neighbouring states must play a constructive role in Afghanistan and highlighted need for long term economic development of Afghanistan.

“Tele-Law on Wheels” Campaign – Key Facts

  • Department of Justice launched the week-long “Tele-Law on Wheels” campaign, on November 8, 2021, joining the celebrations of AzadiKaAmritMahotsav.
  • The campaign will run from November 8 to November 14, 2021.
  • Under the campaign, several activities are being undertaken for empowering people by pre-litigation advice in order to rightfully claim their entitlements and timely redressal of their difficulties.
  • This one week is dedicated for ensuring “Justice for All by digital legal empowerment” of the needy people.
  • As a part of the campaign, special Login week is being organized across India to encourage those in need to seek legal advice and consultation using tele-and video conferencing facilities. They are being urged to visit their nearest Common Service Centres (CSCs) that are offering Tele-Law services.
  • The Tele-Law on Wheels Campaign is being organised with aid of “CSC e-Governance”. CSC e-Governance is a network of more than 4 lakh digitally enabled CSCs across India.

INTERNATIONAL
India’s Rank in Global Drug Policy Index

  • The inaugural Global Drug Policy Index was released by the Harm Reduction Consortium, on November 7, 2021.
  • In this index, Norway, New Zealand, Portugal, the UK and Australia are the five leading countries with respect to humane and health-driven drug policies.
  • Five lowest-ranked countries are Brazil, Uganda, Indonesia, Kenya, and Mexico.

India’s rank

  • India has been ranked at 18th position out of 30 countries.
  • India got an overall score of 46/100.
  • On “use of extreme sentencing and responses” criteria, India scored 63/100.
  • On health & harm reduction, it scored 49/100.
  • On proportionality of criminal justice response, it got 38/100.
  • On availability & access of internationally controlled substances for relief of pain & suffering, India scored 33 /100.
  • The Global Drug Policy Index is a data-driven analysis of drug policies and their implementation across the world. The index comprises of 75 indicators and it run across five broad dimensions of drug policy namely- criminal justice, health & harm reduction, access to internationally controlled medicines, extreme responses, and development.

WEF Report: Mission 2070- A Green New Deal for a Net Zero India

  • World Economic Forum (WEP) published its report titled “Mission 2070: A Green New Deal for a Net-Zero India” to provide a roadmap for India’s energy transition.
  • The report was published in the backdrop of India’s target to achieve net zero emissions by 2070. This target was committed by Prime Minister Narendra Modi at COP26 global climate summit in Glasgow.
  • At the summit, PM Modi also committed:
  • To bring non-fossil energy capacity of India to 500 GW by 2030,
  • To lower carbon intensity to 45 per cent by 2030
  • To reduce 1 billion tonnes of carbon emissions out of total projected emission by 2030.
  • To fulfil 50 per cent of energy requirement using renewable waste by 2030.
  • Report highlights that, India’s transition towards a green economy could contribute about $1 trillion in economic impact by 2030. It will create more than 50 million jobs.
  • The economic impact would increase to $15 trillion by 2070.
  • Report notes that, India’s commitments are a critical foundation for achieving 1.5-degree Celsius global warming target.
  • India is on the frontline of climate change. More of Indians are exposed to negative effects of climate change and extreme weather events as compared to other nationality.

Former Bangladesh Chief Justice S K Sinha sentenced to 11 years jail term in graft case

  • A Dhaka court sentenced the former Bangladesh Chief Justice Surendra Kumar Sinha to eleven years imprisonment in a case involving embezzlement of Taka 4 crore from a bank and money laundering abroad.
  • He was given a sentence of 7 years and a fine of Taka 45 lakh on the charges of money laundering and four years jail term for embezzlement of money, reports the official news agency BSS.
  • The court ordered the seizure of Taka 78 lakh of Justice Sinha under state exchequer.
  • The court also sentenced the former Managing Director of the then Farmer’s Bank AKM Shameem to 4 years imprisonment with a fine of Taka 50 thousand. Four other senior officers of the bank were also found guilty by the court.
  • Justice Sinha was appointed as Chief Justice of Bangladesh in 2015. He had resigned amid controversy about a judgement of the Supreme Court which struck down the law giving power to parliament to remove judges of the Supreme Court.
  • Three months before his retirement, he had left for Australia in October 2017 and subsequently sent in his resignation from abroad.
  • In his autobiography Justice S.K. Sinha claimed that he stepped down as Chief Justice due to intimidation and threats. The allegations have been denied by the government.
  • He is currently in the US. Earlier he had sought political asylum in Canada.
  • Justice S.K. Sinha was the first minority Chief Justice of Bangladesh belonging to the Hindu community.

India clinches women’s doubles title in WTT Contender tournament

  • ManikaBatra and Archana Girish Kamath from India have won the women’s doubles title at World Table Tennis Contender Lasko 2021.
  • Both, Batra& Kamath, are ranked at 36th. They beat 23rd ranked Puerto Rico’s Diaz sisters, Adriana and Melanie, in three games at the final on November 7, 2021.
  • In the three games, score was 11-3, 11-8 & 12-10.
  • Indian duo saved four-game points in third set to won the match.
  • World Table Tennis Championships were started in 1926. Tournament have been held biennially since 1957. Under this, five individual events namely, men’s singles, men’s doubles, women’s singles, women’s double and mixed doubles, are currently held in odd numbered years. The World Team Table Tennis Championships, consisting of men’s team events and women’s team events, were first held in 2000. The Team Championships are organised in even numbered years.

Rohit Sharma officially announced India's new T-20 International Captain, replacing ViratKohli

  • India's limited-overs vice-captain Rohit Sharma has been officially announced as Team India's T20 International captain, replacing ViratKohli. Board of Control for Cricket in India (BCCI) announced the decision while also naming India's 16-man squad for the upcoming home series against New Zealand.
  • Kohlihad earlier announced his decision to step down as India's captain in the shortest format following the conclusion of ICC Men's T20 World Cup 2021.
  • Sharma was the frontrunner to replace Kohlias the T20I captain ever since Kohli made the announcement. Sharma's first assignment will be the upcoming series against New Zealand where the Black Caps will play three T20 internationals against the Men in Blue.

RBI to organise its first global hackathon with theme 'smarter digital payments'

  • Reserve Bank of India has announced its first global hackathon 'HARBINGER 2021 - Innovation for Transformation' with the theme 'smarter digital payments'. Registration for the hackathon starts from November 15.
  • For the Hackathon, RBI invites participants to identify and develop solutions that have the potential to make digital payments accessible to the under-served, enhance the ease of payments and user experience, while strengthening the security of digital payments and promoting customer protection.
  • Ideas have also been sought for innovative, easy-to-use, non-mobile digital payment solutions for converting small-ticket cash transactions to digital mode; alternative mechanism for digital payments; and social media analysis monitoring tool for detection of digital payment fraud and disruption.

Transgender folk dancer ManjammaJogati receives Padma Shri

  • President Ram NathKovind on Tuesday presented the Padma Shri to ManjammaJogati, the first trans-president of the Karnataka Janapada Academy, for her contribution to the arts.
  • In her 60s, MathaB ManjammaJogati is a folk dancer. ManjammaJogati has mastered several art forms, including JogatiNritya and Janapada songs. Jogati is also known for singing spell-binding sonnets in Kannada in praise of female deities.
  • Born in a village near Bellary in Karnataka as Manjunath Shetty, ManjammaJogati has identified as a woman ever since childhood. Jogati's family took the child to the Huligeyamma temple near Hospet, where Jogati was initiated as a Jogappa.
  • The Jogappa is a community oftranspersons who dedicate themselves to the service of Goddess RenukaYellamma. As per folklore, members of theJogappa community are considered married to the goddess.
