5,600 JRO Jobs: Direct Recruitment for Degree Holders as Junior Revenue Officers in Villages
The government plans to appoint a Junior Revenue Officer for each of the 10,911 revenue villages in the state. To implement this, former Village Revenue Officers (VROs) and Village Revenue Assistants (VRAs), who were previously transferred to other departments, are being given the option to rejoin the revenue department. A directive from the Chief Commissioner of Land Administration (CCLA), Naveen Mittal, has been issued to district collectors to take options from eligible former VROs and VRAs.
New Legislation for Recruitment
Under the recently passed Bhoobharati Act – 2024, the government will prioritize the recruitment of former VROs and VRAs with degree holders for JRO posts. About 3,600 former VROs and 2,000 former VRAs are estimated to qualify directly for these positions. The remaining posts will be filled through open recruitment, with candidates possessing an intermediate qualification, particularly those with mathematics, also being considered for surveyor roles.

Recruitment of Surveyors
Additionally, the government plans to recruit 1,000 new surveyors. Former VROs and VRAs with intermediate qualifications may also be considered for these positions. The government is deliberating on whether to conduct open exams for these posts or restrict the recruitment exams to former VROs and VRAs who meet the eligibility criteria.

Consent-Based Appointments
Only those former VROs and VRAs willing to return to the revenue department will be appointed as Junior Revenue Officers. After the VRO system was abolished in 2022, many were transferred to other departments and now hold positions such as junior assistants, record assistants, and ward officers.
Following the abolition of the VRO system, many responsibilities, such as safeguarding government lands and issuing certificates, were shifted to Panchayat Secretaries. However, this has resulted in operational challenges. The reinstatement of revenue staff aims to alleviate these issues and streamline village-level revenue administration.
To streamline the process, the CCLA has instructed district collectors to collect details from former VROs and VRAs via a Google Form by December 28. The form seeks information such as name, current department, qualifications, willingness to work as a surveyor or JRO, and preference for specific roles. This move has been welcomed by the Telangana Revenue Services Association, which sees it as a step toward strengthening the revenue administration at the grassroots level.
