  • Union government approved the “Scheme of Modernization of State Police Forces (MPF) for the period 2021-22 to 2025-26.
  • This is a scheme to modernize and improve police forces across the states and union territories. It will continue for another five years.
  • A total financial outlay of Rs. 26,275 crore has been dedicated to the scheme.
  • Under the MPF scheme, provision has been made for law & order, internal security, adoption of modern technology by police, assisting states and union territories for narcotics control. It also aims to “strengthen the criminal justice system by developing a robust forensic set-up in India”. Central government will provide Rs. 4,846 crore to modernize state police forces.

Salient features of the scheme

  1. To develop high-quality, operationally independent forensic sciences facilities to aid scientific and timely investigation by modernizing the resources.
  2. Centre has approved Rs. 2,080.50 crore under the central scheme to modernize forensic capacities.
  3. Rs. 18,839 crore has been allocated for security related expenditure in insurgency affected north-eastern states, union territories of Jammu & Kashmir, and areas affected by left wing extremism (LWE).
  4. Violent incidents in LWE affected areas have decreased drastically with the implementation of ‘National Policy and Action Plan’ to combat Maoist insurgency. To further pursue this accomplishment, six LWE related schemes have been approved, with Central outlay of Rs. 8,689 crores. These schemes include Special Central Assistance (SCA) to Most LWE Affected Districts & Districts of Concern to consolidate the gains.
  5. Rs. 350 crores have been allocated to raise India Reserve Battalions as well as Specialized India Reserve Battalions.
  6. With an outlay of Rs.50 crores, government extended the scheme to states and union territories for narcotics control.
