Home Ministry recommends CBI probe against Oxfam India for FCRA violations

The Union Ministry of Home Affairs (MHA) has recommended the Central Bureau of Investigation (CBI) against Oxfam India for the violation of the provisions of Foreign Contribution (Regulation) Act.
As per sources, the Ministry has found that Oxfam India continued to transfer foreign contributions to various entities, including other NGOs, which prohibits such transfers after the amendment of the law, which came into force on September 29th, 2020.
The Foreign Contribution (Regulation) Act registration of Oxfam India that enabled it to receive foreign funds was not renewed by the Ministry in 2021.
The NGO was registered under FCRA for undertaking social activities and its registration was valid till December 31, 2021.
During a survey by the income tax departments, it was found that Oxfam India was allegedly planning to circumvent the provisions of the FCRA by routing funds to other registered associations or through the for-profit consultancy route.
The survey also exposed Oxfam India which is registered to carry out "social" activities, allegedly routed funds to Delhi-based think tank Centre for Policy Research (CPR) through its associates and employees in the form of commission.
