APPSC New Job Notifications System 2024: Job Calendar, Exam Process Etc.

Sakshi Education: The Andhra Pradesh Public Service Commission (APPSC) is set to revamp the job notification system by implementing a job calendar method, as recommended by an expert committee. The committee has prepared proposals and will soon submit its report to the government.

APPSC is expected to make several changes to issuing notifications and recruitment process.

New Notification System:

  • Preparation of Vacancies: From now on, all departments must prepare details of vacancies between March 1st and April 30th each year.
  • Approval Process: The relevant secretaries must approve the vacancies by July 31st.
  • Notification Release: Notifications must be issued between September 1st and October 15th. Once jobs are sanctioned, there is no need for further approval from the finance department.
  • Examination Process: Exams will be conducted under the supervision of APPSC by a third party, and results will be announced. The online exams will be objective-based, similar to the system in Rajasthan, where candidates can view their marks immediately on the screen.

Clarity on Job Calendar System:

The committee also recommends setting specific qualifications for the appointment of commission members, similar to the Union Public Service Commission (UPSC). In July 2023, the government formed an expert committee with officials from various departments to suggest reforms in the job recruitment process through APPSC. The committee, led by Panchayati Raj Special Chief Secretary B. Rajasekhar as Chairman and General Administration Department Secretary Pola Bhaskar as Convener, includes members from finance, legal, and other higher officials. The committee has studied the practices of UPSC as well as the Public Service Commissions of Rajasthan and Kerala and will soon submit a report to the state government. However, the exact implementation date of the job calendar system is still unclear.

Classification of Government Jobs:

There is a possibility that Government jobs may be classified under six categories:

  1. State Civil Services-A,
  2. Civil Services-B,
  3. State Medical Services,
  4. Engineering Services,
  5. Teaching Services, and
  6. State General Services.

Other Proposals:

  • The mandatory approval from the finance department for job recruitment, as per GO 275 issued on December 14, 1995, in the unified state, should be removed.
  • Job recruitment should be conducted according to the job calendar.
  • Vacancies and other details must be submitted by the departments to APPSC via a web portal using specific software.
  • Departments should send vacancies in direct, carry-forward, and unfilled modes in the prescribed format.

Qualifications for APPSC Members:

Other proposals include 

  • Like UPSC, APPSC members should possess excellent qualifications.
  • The Chairman and members should be experts in their respective fields for better results.
  • Search committees should be formed for the appointment of the Chairman and members, including representatives from UPSC.
  • Exam questions should be prepared by experts, with each expert contributing only one or two questions.
  • An IT department should be established within the APPSC office, supervised by an official of the rank of Additional Director, and external staff should not be employed in this department.
