Sakshi Education: The Ministry of External Affairs has introduced significant changes to the passport application process. According to the latest guidelines, starting from October 1, 2023, anyone born on or after this date must submit a birth certificate when applying for a passport. This change was announced through a gazette notification by the central government. Here are the detailed new rules, required documents, and application procedures for passport applicants.
Key Passport Application Rules:
- Birth Certificate Mandatory: For individuals born on or after October 1, 2023, a birth certificate is mandatory to apply for a passport.
- Alternative Documents for Older Applicants: Those born before October 1 can submit alternative documents such as PAN card, driving license, or school leaving certificate.
- Simplified Guidelines: The central government has issued these new guidelines to simplify the passport application process.
- Birth Certificate Collection: Before applying for a passport, applicants must obtain a birth certificate from the respective municipal office or birth-death registrar.
How to Obtain a Birth Certificate:
- For Hospital Births: Hospitals register the birth details online. Applicants can then pay the required fee at a Mee-Seva center to obtain the birth certificate.
- For Home Births: Applicants must apply for a Non-Availability Certificate at a Mee-Seva center. After an official investigation, the certificate will be issued. The birth certificate can then be obtained by completing proceedings through the district RDO office.
